The article highlights the problems of population economic behavior in the field of formation of bank deposits and the use of loans. The purpose of the research is to identify changes that have occurred in population behavior in the use of deposits and loans for 2005–2019. The theoretical and methodological foundations of the study are the works of domestic and foreign scientists who reveal the problems of population financial behavior as a type of economic behavior associated with the disposal of monetary resources. The information base is represented by official statistical data of Rosstat and the Central Bank of the Russian Federation, the results of a national sociological survey of the Public Opinion Foundation. The author uses the empirical methods for data collection, methods of analytical processing of information. The paper reveals that in most Russian regions, the volume of funds placed in bank deposits is increasing, and notes the active development of lending sector for individuals. There is a tendency to decrease the ratio of deposits and credit debt which indicates an active provision of consumption at the expense of borrowed funds. We have considered the impact of the 2020 pandemic on the volume of deposits and lending to individuals, on population financial situation. The article shows that population financial activity in 2020 has not changed critically despite the restrictions of economic activity and a decrease in the income of many population groups due to the difficult epidemiological situation. The research reveals the territorial differentiation of deposit and credit operations of the population. High volumes of operations in banking sector are typical for cities of federal significance, regions of the Ural, Far Eastern and Northwestern Federal districts with raw materials and trade and transport specialization, while the smallest volumes of these operations and a high level of credit load are in subsidized regions with low economic activity from the North Caucasus, Volga and Southern Federal Districts.
