The strategic documents of spatial development adopted in recent years define the main imperatives of Russia’s Arctic policy for the next decade. Despite the logic and timeliness of these state acts, the validity of their scientific and theoretical basis is the subject of the intense scientific discussion. In the light of the growing importance of the Arctic, this fact actualizes the problem of scientific substantiation of Russia’s state policy in this most important macroregion. The aim of the research is to analyze the strategic objectives of socio-economic development of the Arctic regions of the RF declared by the state from the theoretical positions of modern concepts of regional growth and to form conclusions and practical recommendations on the possibilities of using this theoretical basis in the formation and implementation of Russia’s state policy in the Arctic. The logic of the work determined the need to consider the interrelated system of state imperatives of the Arctic development, approved by strategic documents of spatial development, and the theoretical field of modern concepts of regional growth. The main results of the work are the systematization and generalization of socio-economic tasks of the Russian Arctic development, the study of the current state of the theoretical field of regional growth concepts and the identification of the most relevant theoretical approaches, the definition of a possible theoretical basis for solving the state tasks of the Arctic socio-economic development. The obtained conclusions create a theoretical and methodological platform for analyzing administrative decisions on the basis of theoretical approaches united by the concepts of endogenous growth and cumulative causality, and may be in demand both by scientists and practicing managers working on the formation and implementation of state policy for the Russian Arctic development
