Russia is now facing the challenges that lie primarily in the need to ensure high economic growth, reduce the technological gap with the developed countries of the world and provide high level and quality of life of the population on the background of sanctions and the growing instability in the world economy. All these circumstances require improving the utilization of internal development sources. National projects adopted in in 2019 in accordance with the decree of the President of the Russian Federation Vladimir Putin № 204 “On the national goals and strategic objectives of the Russian Federation development for the period up to 2024” are aimed at the solution of these tasks and involve significant financial investments mainly in the industry of trunk road infrastructure and human capital. However, scientific and expert communities continue heated debates about the possible risks and threats of achieving national goals in the current conditions. The aim of the work is to study the problems of economic development management in Russia in the perspective of national goals. The obtained results indicate that the key risks of national projects implementation at this stage is weak consideration of regional components and regional characteristics of development; inadequate mechanisms for their implementation; weak correlation between national projects and the Federal and regional state programmes, international instruments, etc. Besides, a number of targets are insufficiently substantiated or very difficult to achieve, in our view. The system of monitoring of the national projects progress is currently being under development. However, it should be noted that the national projects designed to improve the quality of the Russian population’s life on the basis of balanced growth in the economy, subject to the finalization of the mechanisms for their implementation, effective integration into the system of strategic management at the regional and municipal levels, should lay the basis for the country’s dynamic development, including the period after 2024
