In the context of the need to ensure high rates of economic growth of the country and its regions, one of the promising areas of eliminating the existing environmental, economic and social risks is to ensure sustainable development of territories through the transition to green economy. Despite the significant amount of work devoted to the study of green economy, the management aspects of transition to it at the regional level are still poorly understood. In this regard, the purpose of this work is to study the problems, as well as the development of tools to improve the management of transition to green economy in the region. The main problems limiting the transition to green economy in the entities of the European North of Russia were identified. Among them are moral and physical deterioration of treatment facilities, increased discharge of pollutants into water, high environmental intensity of the regional economy on emissions and discharges of pollutants, as well as waste production and consumption, high energy intensity and non-target consumption of funds received from natural resource payments. Based on the study of foreign experience in the implementation of the most successful practices of transition to green economy, organizational and financial tools and mechanisms such as mandatory environmental auditing of enterprises, creation of regional environmental funds aimed at supporting the introduction of eco-friendly technologies by economic entities, and emission trading were proposed. The use of these tools is focused on obtaining objective data on the negative impact on the environment, reducing anthropogenic and technology-related load on ecosystems. The results can be useful to the authorities and management bodies for developing measures and areas to ensure sustainable environmental and economic development of the region, as well as for improving the regional environmental policy
