The article considers the preconditions for the modernization of agricultural industry in the Vologda Oblast. They consist in the necessity of satisfying the demand for high-quality food products of domestic producers, of raising the competitive capacity of output products in the conditions of reduction of agri-food potential and product degeneration. On the basis of statistic data analysis as well as consolidated annual reports of regional agricultural enterprises using the method of the sum of places different groups of municipal districts are defined, according to their susceptibility to major investment projects’ implementation. In the course of forming the rating system for evaluation of the territories the author takes into consideration whether the agricultural producers have the potential for their development (the existence of fixed business assets, human resources, feed stuff, available cash assets), and whether there is a positive dynamics in production output, rate of wages and tax assignments. The author also defines the factors which decrease the possibility of realization of the modernization in the farm sector of each group of districts
