The paper evaluates the position of labor potential in the structure of human capital and proves the necessity of studying it. The authors assess the quality of labor potential in the Russian Federation constituent entities on the basis of official statistics and identify the key factors that contribute to the quality of labor potential, and its degradation. All the territories have been ranked according to the quality of labor potential and divided into five groups according to the level of labor potential development.
