Overcoming of inefficient economy barriers – dictates of the time

The article shows the negative trends in the socio-economic development of countries and regions, which are the result of the chosen strategy of transition to market economy. It also proves that the economic policy, which has been implemented for twenty years, couldn’t transfer the economy to an innovative model of development. It contains the conclusion that it’s necessary to create a strategic planning system and an effective mechanism for the implementation of socio-economic programs
