The conceptual framework of food security is of growing importance in studies of various scientific fields. Russia is highly dependent on import of meat and dairy products. The successful development of the Arctic and sub-Arctic territories, having different natural resources, depends on adequate nutrition with regard to priorities to provide various population groups with food. The reforms were accompanied by the reduction in provision of this zone population with local biologically full-value food products. The article considers the content of national food security. The management of food security is based on principles, including food sovereignty, physical and economic availability of safe food. The work identifies the unacceptability of the food independence concept in relation to the region. It assesses the current state of the country’s food sovereignty and shows the problems and threats to food security. It reveals the specifics of food security of the population of the Arctic and sub-Arctic territories on the example of the European North-East. The paper analyzes self-sufficiency in basic food and discloses the reasons for the decrease in its level. With the help of SWOT-analysis we study strengths and weaknesses, opportunities and threats for the development of the agri-food sector. We propose basic directions to increase the level of food security in the Arctic sub-region and sub-Arctic territories. The recommendations and proposals can be used when working out programs of the Arctic development, updating existing state programs of agriculture development and similar programs for 2021 – 2025 by the subjects of the European North-East
