The article provides a comparative analysis of the problem of juvenile delinquency in the regions of the Russian Federation. The dynamics of the offenses committed by children and teenagers in the Vologda Region in comparison with the regions of the North-West Federal District is presented. Gender and age characteristics of the perpetrators are examined. The basic indicators of victimization among the youth are given. Based on statistical analysis the results of the introduction of the juvenile justice system in the pilot regions of the Russian Federation are evaluated
