The Russian economy is facing a major challenge of accelerated technological import substitution. The entire scientific and technological complex will have to respond to it including university science, which has received priority and abundant support from the state in recent decades. The relevance of the study is related to the analysis of cooperative links between the real sector of the economy and universities as a driver of the technological sovereignty formation. The main objective is to identify weak links in the chain of technology transfer from university to business. A review of statistics gives a rather inconsistent picture of the interaction intensity between universities and commercial enterprises, including no clear signs of increasing demand for the results of university science from real sector enterprises The reason for this is the various barriers to technological transfer which are constantly revealed in surveys of representatives of both business and the university community. The results of the comparison of Russian and foreign systems of state support for business-university cooperation have led to conclusions about the high degree of relevance and completeness of this system. At the same time, its main drawback is seen as excessive centralisation and inflexibility of most measures used to the features of regional scientific and technological complexes. One of the solutions is to allocate resources and powers to regional authorities so that they can become full-fledged participants in science and technology policy. The final part of the paper contains a description of a number of proposals for the inclusion of regions of the Russian Federation in the formation of scientific potential in their subordinate territories, support for major innovation projects and coordination of interaction between science and business
