In October 2018, Presidium of the Presidential Council for Strategic Development and National Projects approved the passport of the national project “Education”. The project is aimed at improving the quality of the country’s human capital. The main areas of implementing this goal are new guidelines of the educational policy (this primarily relates to improving the competitiveness of the Russian education), and the previously included in a number of reform projects (priority national project “Education”, the national educational initiative “Our new school”) objectives (quality of teaching staff, internetization and digitalization of schools). The article is devoted to the analysis of the national project “Education” in terms of its impact on the development of human capital. For this purpose, the views on the role of education in the economy of the state were summarized, the stages of project management in the educational policy of Russia were identified, the groups of issues that make up the main agenda of the document (the competitiveness of the national education system, the development of a multilateral personality based on traditions and modern trends), as well as mechanisms for achieving targets were identified. Based on the passport of the national project, official statistics and sociological surveys the authors make a conclusion about the advantages of the national project “Education” and its role in the development of human capital in Russia. A number of statements in the project, which are not clearly formulated or have discrepancies with the targets of the existing strategic documents on the educational policy, are identified, lack of “transparency” in the wording of some targets is demonstrated. The materials of the article can be used both in management of educational activities and in further elaboration of the national project “Education”. The article will also be of interest to experts in educating as well as the general public
