Small business is one of the strategic priorities of Russian economy development. This is evidenced by the fact of the elaboration and implementation of the National project “Small and medium-sized entrepreneurship and support for individual entrepreneurial initiative”. This document regulates strategic objectives and defines specific results to be achieved by 2024. At the same time, various strategic documents have been adopted and are in force in Russia at all levels, as well as regulating areas and forms of support for small business. In addition, these legislative acts mostly do not take into account differences in the nature and level of entrepreneurial activity development in various subjects of the Russian Federation primarily due to significant differentiation in the development of regions. In this regard, the urgent scientific and practical task is to develop an approach to formation of a system of strategic planning of small business development, which has predetermined the aim of the study. The article considers and systematizes theoretical aspects of strategic planning of small business development, studies and summarizes the existing legal framework for the small business development. It concludes that there are systemic shortcomings in legal regulation of the functioning of small businesses and their support. It proves the necessity of careful elaboration of legislation, creation of unified acts in the field of business relations regulation. The authors determine key provisions of the strategy for small business development, which should included in the document of the regional level, characterize them, develop strategic directions for this economic sector and propose an order of their implementation. Practical significance of the work is associated with the possibility of using its results by federal and regional authorities, when working out and adjusting strategies and programs for this economic sector development
