The article concludes that the development of the regions’ revenue potential is a priority way to improve the level of financial stability of the revenue base of local budgets. The analysis identified a number of risks for the development of revenue potential characteristic of the NWFD regions. The key risks are as follows: economic slowdown, non-diversified structure of regional economies and the dependence of territorial budgets on the results of key taxpayers’ economic performance, the slowdown in the growth of people’s incomes, the increase in the dependence of regional economies on external markets, deterioration in the performance of organizations, the rise of over-indebtedness of borrowers, decrease in investment activity. According to the results of the research, the reserves of economic growth and development of revenue opportunities of the territories were identified. In addition, the article reveals the nature of the influence on the level of financial stability of the territorial budget systems as a result of implementation of these opportunities
