The article presents the author’s list of indicators, revealing socio-cultural characteristics of the territories. It is based on the official statistics data that gives an opportunity to compare regions and to identify development trends. The article considers subjects and federal districts of the Russian Federation as a research object and uses relative indicators of the variations to determine the differentiation of territories by selected characteristics. The analysis has revealed high dispersion of values for Russian regions by the average indicators, disclosing such social problems as unequal, and, in some cases, polar conditions of accumulation and use of cultural capital, including that, acquired during the education; unequal access to information; critical differences in ability and readiness to use paid services of culture and leisure. The greatest differentiation of social and cultural indicators is identified among the regions in the Southern and North-Caucasian federal districts. The obtained data on the differences in the sociocultural development of federal districts demonstrate the problems and perspective directions of development, which can become a basis for the federal government to make management decisions, aimed not only at consolidating regional efforts to solve problems, but also at the formation of competitive advantages and growth points
